There is a separate command to disable the footer buttons.  Change the rule to disable both buttons: this.GetDynamicButtons().EnableButton("Save", false); this.GetDynamicButtons("ctlFooterButtons").EnableButton("Save", false);

Move the rule to the Post-Load event.  At the time of the Pre-Load event, the buttons are not created, so they cannot be disabled.

You should be able to select the users and see their cases.  Could the problem be that the My Cases dashlet only shows cases where the Status is not Closed, Rejected or Duplicate?

The quick solution would be to disable the Save button on the Cases.EditView using a business rule.  I believe this feature was added to version 8.5. this.GetDynamicButtons().EnableButton("Save", false)
