This seems like a configuration problem with IIS. The WebScriptServiceHostFactory that we use to provide REST services does not allow multiple binding in IIS. You can check to make sure that both Anonymous Authentication and Windows Authentication are enabled as that would count as two bindings...

The delivery failure is handled by your email server. If you would like the CRM to process that email and mark the contact as invalid, you can setup a bounce handler in the admin area under Inbound Emails.
