The Community Edition noes not have a way to send notifications.  However, you have the source code and can implement your own solution.

No, we do not have a way to display notifications after login.  As for notifications based on database events, that is something that we provide using the workflow engine in the Enterprise product.

Have you tried closing all browser windows, then navigating back to the site?  My best guess is that you had the browser open while changing IIS settings, so the ViewState was using a cached value.
