My company has software development team as well as production team. So, if we purchase say 10 Developement / User licenses for SplendidCRM Professional edition. Then can we host the customized version of the SplendidCRM Professional application and can our production team which consists of say 100 users without any further licensing cost?

SplendidCRM is licensed per user and not per developer, so if you have 10 developers and 100 production users, then you would need 110 licenses, assuming no overlaps. We do provide a quantity discount, so please contact our sales team directly for a quote.
Our licensing policy is intended to provide the maximum value to the most users. At some point, however, somebody needs to pay something; otherwise we cannot continue to afford to continue the development.
We draw the line at companies that need the tight integration with their backend systems. So, if all you need is a simple CRM, then SplendidCRM can be free. If you need to customize and integrate, then you pay full price. If you want timely support, then you pay full price.
The bottom line is that we are counting on companies, such as yours, to fund the development so that hundreds of small one-man shops can use SplendidCRM for free.
