No.  You would need to import the list as targets, leads or contacts in order for SplendidCRM to include them in an email campaign.

The dynamic lists are updated on-demand, so the issue is likely that you are simply looking at old data.  You can update the dynamic list by clicking the Update button on a target list.  Also, the list is automatically updated just prior to campaign execution.

Yes, I believe that you can apply the Community 8.5 upgrade to a Professional instance.  You will need to disable modules that are not supported in the Community app.

The best way to manage that level of security is to use our Professional or Enterprise editions as they include a team management feature.  On our Community edition product, you can enable the Assigned User Only feature that only allows users to see records assigned to them.
