You need to edit and save each field, then hit save for the entire layout.  Only the entire layout save causes the save to the database. There also may be a caching issue.  After saving the layout, if it does not take effect, then hit the Reload on the admin page to clear the cache.

It really all depends on how you install on the new server.  If you use the standard installer, then you could use http://ip-address/splendidcrm.  Or, you could use IIS to have the Default Web Site point to the root of the SplendidCRM Web Site folder so that http://ip-address/ will work...
