I am just trying to build an older version of the Outlook Plugin from source (I am a licensed professional developer)

The original MSI that I got is "SplendidCRM_Plug-in_for_Outlook_1.3.2538.23001_Source_Code_74?????41-2??2-4??6-????-??????????.msi"...

In the above MSI, I am now noticing that "SplendidCRM Plug-in for Outlook en-US.xml" is missing. 

When building this in VStudio, I get an 'unable to copy file' error...

Where can I find this file and what does it contain?
