I am trying to restrict access to some muduls. for instance, for user A i would like to disable any access to the Accounts Module.
How can I achieve that?
I was trying to use Manage Roles, but it doesn't find any roles...

The Manage Roles is the place to start. You will need to create the role with the desired restrictions, and then assign this role to the user.
