This sounds like something that would be an add-on. Please visit the SugarExchange site and find a similar timesheet add-on that would satisfy your needs. By pointing to an existing well-defined module, we would be in a better position to determine the effort involved. Otherwise, we would require a complete specification.

I really need this feature too, and would be willing to build it.

Is there a developers guide somewhere? or some hint of how to build a plugin?

We still have not created a developer's guide. In general, when we want to create a new module, we just copy all the files of an existing similar module, then rename everything. The same is true for the SQL code, but the SQL code is only provided in the Professional edition.
