I upload 5m's file,can edit ,but cann't download.why.

Can you be more specific?  What error are you getting when you download?  Can you check the SplendidCRM System Log for any related errors?

i set upload_maxsize=300000000。system log hasn't  related errors。No error if file's size is small。why?

Can you provide more details on what you are doing and what is happening? 

You might need to debug the project youself.  Can you rebuild SplendidCRM in debug mode.

I find same file,if name of file isn't same,one can download ,another can't download.I use software in chinese enviorment。I debug software in vs2008. no error。
